During the session, 31 elements of intangible cultural heritage (ICH) were\ninscribed on the Representative List of the Intangible Cultural Heritage of Humanity\n(Representative List) including Japan’s nominated element “Raiho-shin, ritual visits of deities in\nmasks and costumes.” In addition, “Ssirum (wrestling) in the Democratic People’s Republic of Korea”\nand “Ssireum, traditional wrestling in the Republic of Korea” which had been recommended to be\ninscribed on the Representative List by the Evaluation Body, these elements were integrated into\none element named “Traditional Korean wrestling (Ssirum/Ssireum)” upon requests from both\nStates Parties.\n　　At this Committee, implementation of a dialogue mechanism between the Evaluation Body and\nthe States Parties concerned during the evaluation process was discussed because some Committee\nMembers strongly argued to adopt such mechanism. Main problem of the argument was that the\nCommittee does not have the function to amend the Operational Directives. The Secretariat also\npointed out it is not possible to change the recommendations of the Evaluation Body even if the\nStates Parties concerned make clarification of their files after the Body drafted its evaluation. But,\nsuch dialogue was decided to implement on an experimental basis with a view to present possible\namendment of the Operational Directives.\n　　The Committee Members which are in favor of the dialogue does not seem to be so conscious\nabout the difference of the structure and scale of the Advisory Bodies of the World Heritage\nConvention and the Evaluation Body of the ICH Convention. The dialogue would be difficult to\nimplement in a similar way to the Advisory Bodies because of the difference.
