Paintings were the most effective and simplest tools for conveying messages in rural villages with the highest illiteracy rate, when about 90 percent of the Chinese population was illiterate in pre-modernized China.\n The Chinese Communist Party, realizing that paintings could be used effectively, continued to promote artistic movement, especially paintings, among the general public after the establishment of the People's Republic in October 1949, and frequently organized art exhibitions in various administrative units such as cities and provinces.\n Nationwide exhibitions included national print exhibitions and national worker's exhibitions which focused on specific types of works or artists, as well as those held for political propaganda and mass edification in accordance with governmental policy making.
