Since “safeguarding intangible cultural heritage” is a new concept from an international point of view, before taking actual measures, these countries began to ask such questions as: what is intangible cultural heritage, what is tradition, what is intangible culture, what is the extent to be covered in intangible cultural heritage which does not have form, and how can it be safeguarded?\n     This paper aims to clarify the current understanding of “traditional craftsmanship”, which the Convention states as being one of the domains in which intangible cultural heritage is manifested, by reviewing the discussion of the Intergovernmental Committee meeting.
