 note = {In fiscal 2009, the present author visited Shimo-ina, Nagano prefecture in August to conduct  research on kakeodori in preparation for an investigation report to be submitted to the Agency for  Cultural Affairs. He also visited Asia and the Pacific region according to the following schedule.  In June, the writer attended the China-Japan-Republic of Korea Intangible Cultural Heritage  Protection Forum in Tianjin, China, which was hosted by the Chinese Folk Literature and Art  Association. Having been appointed visiting researcher of the National Research Institute for  Cultural Properties, Tokyo in September, he cooperated with research on the situation of  safeguarding intangible cultural heritage of Asia and the Pacific conducted by the Department of  Intangible Cultural Heritage by accompanying members of the Department on their  investigations. He visited Vietnam in November, India in December, and Samoa, Fiji, Tonga and  New Zealand in February 2010 with researchers from the Department. These trips presented  valuable opportunities for the author to consider the current situation and problems surrounding  the safeguarding of intangible cultural heritage.
     As has been generally acknowledged, intangible cultural heritage is living cultural property  that is constantly changing. Because of this, the author’s basic idea has been that problems are  bound to arise in dealing with intangible cultural heritage and that those involved in  safeguarding intangible cultural heritage find themselves burdened with various issues. Based on  such a point of view, the current paper classifies the author’s experience during these trips into  three categories: 1) details of research on safeguarding intangible cultural heritage; 2) limitations  in safeguarding intangible cultural heritage; and 3) irony that surface in the process of compiling  lists of intangible cultural heritage.},
